Caen la mer

The Caen la mer Urban Community is the political capital of Normandy and the economic leader of western Normandy, with over 142,000 jobs, 25,500 businesses, and 30,000 students. Under the leadership of its President, Nicolas Joyau, it currently includes 48 municipalities, representing a population of 265,000 inhabitants.

The Urban Community’s key responsibilities include:

  • Economic development
  • Research and higher education
  • Urban planning
  • Road and transport infrastructure
  • Housing and social welfare
  • Sustainable development (including green spaces, sanitation, and waste recycling)
  • Tourism
  • Local development (culture and sports)
  • Coastal maintenance
  • Co-production of projects

Caen la mer implements a comprehensive transportation policy with concrete measures outlined in the Urban Mobility Plan. In collaboration with various towns and cities, the role of the Urban Community is to share public spaces, taking into account all modes of transport while prioritizing quality of life and urban space in the region. 

As such, the Caen la mer Urban Community is the organizing authority for urban public transit. It delegates operation of the Twisto network to a single private service provider: RATP Dev, a major urban public transport operator, whose subsidiary RD CLM manages the service.
